The vote was definitely televised, the channel broadcasting the votes is CSPAN. Well, CSPAN-2; they cover the senate while CSPAN covers the house of representatives. Most people following this were probably following through their usual news channel with ABC, CNN, or Fox being the most probable source. I know people were covering it on twitter and on blogs and whatnot. I wasn't really paying much attention while the voting was happening mostly because I prefer to avoid the "in progress" stuff.
That said, I don't know who cast the deciding vote, but I've found the voting records a few layers into the senate site. If it helps.
