I'm not sure I totally agree with your reasoning for why Sam left the White House (to me, S4 Sam was more energised and optimistic about politics than ever, compared to S3 Sam)

No, see, that's what i was trying (and obviously failing!) to get across - that he didn't want to work in the White House anymore, because he didn't see it as making enough of a difference, but that the political belief came through in running for Congress. In my head, that's why he takes the job at the end of season 7, he wants to try and get back into something he loves and believes in, but he realises that he can't do it behid the scenes.
